Information technology (IT), as defined by the Information Technology Association of America (ITAA), is “the study, design, development, implementation, support or management of computer-based information systems, particularly software applications and computer hardware.” Information technology deals with the use of electronic computers and computer software to convert, store, protect process, transmit, and securely retrieve information. This is the application of computers and telecommunications equipment to store, retrieve, transmit and manipulate data. It encompasses the use of hard ware, software, services and supporting infrastructure to manage and deliver information using voices, data and video. Information technology will help enable the nation to identify potential threats, share information more readily.
National security, means “security from threats or attacks from people, organizations or countries that are impact the well-being of a nation and its citizen as a whole rather than of any specific individuals or within the nation. According to the constitution of Kenya national security is the protection against internal and external threats to Kenya’s territorial integrity and sovereignty, its people, their rights, freedoms, property, peace, stability and prosperity, and other national interests. National security is a concept that a government, along with its parliaments, should protect the state and its citizens against all kind of “national” crises through a variety of power projections, such as political power, diplomacy, economic power, military might, and so on.
Information technology can be used both to promote stability and security and to threaten the same. On the positive side, it can be used to disseminate and exchange ideas and strategies for security, to gather support for peace missions and security programs, and to implement and coordinate security plans and operations. It is a critical element of all government security operations, from intelligence collection to command and control.
